黃彥翔Hwang, Yen-Xiang2017-02-222025-07-302017-02-222017-02-22https://ir.ntus.edu.tw/handle/987654321/70871學位類別:碩士校院名稱:國立台灣體育大學系所名稱:運動管理學系碩士班學號:19605008畢業學年度:97年論文頁數:111頁 根據馬英九總統在2008選前提出全國70座運動中心的選舉支票(中央社,2008)以及行政院體育委員會於2007訂定「運動人口倍增計畫」,更將「提升全民運動風氣」、「興建大型運動場館以供民眾使用」列入94年度至97年度之中程施政草案中,由此可見,養成民眾規律運動、積極提升健康體能、改善國民體質、減低國民醫療負擔,乃我國體育發展應重視之課題。 近期,嘉義縣經濟起飛,興建大型場館可謂提供嘉義縣整合性鄉鎮綜合計畫良好的政策導向,又因公共建設可經由收取費用讓自身營運有自償性,透過OT ( Operate-Transfer ) 委外經營,減輕政府財政負擔,如此將共創民間有利可圖、政府可減輕財政負擔及公共建設得以推動的三贏局面。 遂本研究以「成立嘉義縣縣民運動中心之可行性研究」為主軸,透過訪談產官學三方專家以及嘉義縣民運動參與概況問卷施測進行分析與討論。 研究結果指出,縣民多抱持著樂觀其成的態度且專家們認為成立嘉義縣縣民運動中心為有條件的可行,唯政府落實補助方案、廠商事前共同規劃場館配合OT經營模式、有效降低營建成本,便能走向成功之道。 According to President Ma Ying-jeou’s claim that more than 70 sport centers will be built afterwards ( The Central News Agency, 2008 ), as well as the Sports Affairs Council of the Executive Yuan’s set up of "The Doubling of The Sports Population Plan" in 2007, and " enhance the general sport actives of public " " construct major sports facilities for public to use" were all included in 94 to 97 annual draft of the policy process. As we could see, to foster the public regular exercise habit, increase the public health fitness, improve the national physique, and reduce the burden on national medical cost, are important subjects for sport development in Taiwan. Recently, because of the prosperousness of Chiayi economics, the construction of large facilities had provided a fantastic policy guideline for the integration of township project. Because the cost of infrastructure can be covered by Operate-Transfer ( OT ) , Government financial burden will be easily alleviated that, in turn, creates a triple win-win situation for government, operational organization and community. The purpose of this study was to investigate the feasibility of the establishment of sport center in Chiayi. To collect data, this study applied expert interview and survey. For interview, three experts from industry, government and academics were invited. For survey, questionnaires were distributed to the residents in Chiayi County. The result showed that the residents in Chiayi possess positive attitude toward setting up a sport center. Experts indicated that setting up the sport center in Chiayi is feasible under some conditions, such as the government implements a well-designed subsidy project, to sketch an OT model with management companies and to find an effective way to reduce the construction costs.
