劉宏裕Liu, Hung-Yu2017-02-222025-07-302017-02-222017-02-22https://ir.ntus.edu.tw/handle/987654321/70711學位類別：碩士校院名稱：國立台灣體育學院系所名稱：體育研究所學號：19201001畢業學年度：95年論文頁數：237頁　　全球化現象的產生對於世界各國與城市在政治、經濟與文化方面皆有一定程度的衝擊，但也同時導致各國之間交往關係的密切以及互賴程度的增加，而國際運動賽會的舉辦也在此背景帶動下朝向多元發展。本研究以台北市成功申辦2009年聽障奧運為例，探討全球化架構下國家體育政策在申辦國際大型運動賽會制訂與國際體育接軌現況，並分析影響我國爭辦國際大型運動賽會因素，以及籌備國際大型運動賽會過程所面臨問題。本研究採用文獻分析,包含官方出版品與立法院質詢紀錄、半結構式訪談等方式並引用全球化概念來了解國際大型運動賽會發展現況為研究背景，研究發現目前不利我國申辦國際運動賽會的因素為政治因素，特別是中國政治影響力，此外台灣申辦國際大型運動賽會的條件，如競技實力、國際級運動場館、舉辦賽會的經驗等條件，更是需要檢討與改進，台北市成功申辦2009年聽障奧運即將面臨的議題是過去台灣從未辦理國際大型賽會，在各項籌備工作與資源的統合經驗不足，因此，聽障奧運籌備處所遭遇在行政工作與經費運用甚至是各單位的協調問題上，將會作為未來我國申辦亞運或奧運的重要指標。　　To some extend, globalisation has an impact on politics, economics and culture of all nations and cities. In the meanwhile, it has led to a greater degree of interaction and dependence upon one another and consequently, a multicultural development of international sports competitions. Drawing on the experience of the successful application of 2009 Taipei Deaflympics, this study explores the current situation of how national sport policy is formed in applying for mega-events and how it reflects international sports under the globalisation trend. Furthermore, it analyses the factors influencing Taiwan in applying for international-levelled mega-events and challenges faced through organising such events. This study adopts the methodology of references analysis, including official publications, the record of debates from Legislative-Yuan, and semi-structured interviews. The concept of globalisation is introduced to be the research background to understand the development of mega-events. The main findings of this study are: first under the current circumstances, one of the factors hindering Taiwan’s opportunity to hold international mega-events is political issue, in particular the political pressure from China , and the conditions for Taiwan to hold international games such as competition standards, international-standard sports facilities and the inexperience of holding mega-events need improvements. The challenges for Taipei 2009 Deaflympics involve the inexperience of organising such an international-levelled sports competition; for example, the lack of experience in synthesising the resources.
