王慶堂Wang, Ching-Tang2017-02-222025-07-302017-02-222017-02-22https://ir.ntus.edu.tw/handle/987654321/70584學位類別：碩士校院名稱：國立台灣體育學院系所名稱：休閒運動管理研究所學號：19302003畢業學年度：94年論文頁數：124頁　　大型公共建設要成功吸引民間參與投資開發，必須先透過整體開發條件之可行性評估以及完善的先期規劃書，讓有意參與投資之企業主體了解該場館未來發展性，並透過政府法令對於土地取得、專案融資與租稅減免等其他優惠的配套措施，提升民間參與投資開發之意願。 　　本研究主要目的是在探討休閒運動園區促進民間參與開發之可行性研究，並以台南市和順寮基地為作為研究對象。研究方法是以個案分析為主，蒐集過去BOT相關文獻及法令，針對該建設案進行興建目的、市場、法律以及財務可行性之分析，希望能夠有效釐清此案例是否可交付民間參與投資興建。研究結果發現，此案具有交付民間參與投資之條件，不論是在運動設施市場條件、附屬設施市場條件以及法律條件上，都具可行性以及未來發展性。惟因體育館之自償性不足，透過促參之方式吸引民間投資，政府以投資補貼之方式予以協助後，其市場與財務即具有高度可行，且可確立促參並非只有民間出資，而是政府與民間合作共同開發之模式，並破除政府零出資之迷思。在整體合作過程中，須特別注意建設經費來源分配問題以及未來經營項目發展之擬定，以提升整體園區之自償性，成功興建與妥善營運此休閒運動園區，帶給民眾一個更優質之休閒、運動與遊憩空間。　　A solution of encouraging private participation in infrastructure is to deal with the government financial difficulties and people’s rapidly increasing demands of leisure sport facilities. The feasibility analysis and perfect prior-plans of whole development conditions must be made before real execution, in order to let enterprises understand the future development and operation conditions of arenas, and attract the private investments. 　　The purpose of the research is to assess feasibility of private investment to sport park, and take Tinan’s Huo-Shun-Liao Park as a practical example. The research method is case study. Through literature analysis and evaluation of related literature and legislation, focusing on the practical example, and having a feasibility analysis in construction purpose, market, law and financial. With the analysis of this research, we hope to clarify the related problems and feasibility of private participation. 　　We find that there is much feasibility as well as future expansibility in this case, including stadium market, shopping street, law and financial condition. Only the lower debt-paying ability may be a problem. Through investment support of government and cooperation together, there must be highly feasibility in the case. In the whole cooperation process, we should pay more attention to the origin of construction funds and project development in the future.
