陳全壽Chen, Chuan-Shou2017-02-222025-07-302017-02-222017-02-22https://ir.ntus.edu.tw/handle/987654321/70645學位類別:碩士校院名稱:國立臺灣體育學院系所名稱:體育研究所畢業學年度:91年論文頁數:79頁中文摘要   本篇為偏重質的個案研究,探索意旨在研討國內公立體育場如何企業行銷、本位經營、呈現效能與特色?藉由自編之調查問卷20份,請益國內各縣市立體育場場長,進行描述性統計,並對有價值資訊的據點,實施訪視,再與歷任彰化縣立體育場長暨職工同仁的十一份問卷資料交叉比對,獲得以下的結論與發現: 一、機關定位不明:近十年來喜見各縣市陸續成立體育場,行政院體委會也在千呼萬喚中成立運作,但國內各縣市立體育場依然定位不清。 二、經費短缺:縣市政府財政拮据,各公立體育場預算相對都呈現更短缺的窘境,目前預算編列模式非常雜亂,有部分縣市政府要求體育場編列收支對列經費來運作場務,或在教育局體健課預算下編列補助款。 三、員額精簡:除台北市立體育場外,台灣省各縣市立體育場有逐漸組織精簡、人員縮編的共同現象。彰化縣立體育場已於民國92年1月1日起改為隸屬教育局體健課,目前已無場長職稱。 四、場館委託或委辦民營:民營化旋風已波及公立體育場。今日彰化縣立體育場的健興游泳池已正式簽約委託私立建國技術學院經營,新健興網球場亦以年租金新台幣九十萬,正式簽約委外經營。 五、裁撤:民國92年3月21日彰化縣政府令公佈(府人一字第09200517941號)廢止「彰化縣立體育場組織規程」,財產悉數造冊移交縣府。此酷寒個案是否會有逢春發芽的機會,或效應蔓延各公立體育場,值得關心與警惕。Abstract This qualitative case study , combined with field research , aimed to explore how the public stadium proceeds the enterprising and marketing through base management and how it enhances effects and characteristics. I myself designed an investigation questionnaire and made twenty copies of them to all the stadiums in every county and city around Taiwan. and the real surveys in several stadium sites, plus, in double-check with valuable of eleven recorded data from leaders and their co-workers’ ideas , some findings can be concluded as follows: 1.The vague identity of organizations: in this decade, we were glad that the public stadiums are established one by one in every county and city. In great expectation, the P.E. committee was eventually established and started to run, but these stadiums still don’t have exact identity. 2.The lack of money: owing to the poor financial situation of each county and city government, all the public stadiums are consequently facing the shortage of budgets. The budget listing model is presently mixed up;some county and city governments ask the stadiums to list the income and outcome expenses for running the organization or to list the supporting expense under the valid budget of P.E. committee. 3.The reduced number of the staff: apart from the Taipei municipal stadium, there’s a common phenomena that all the other stadiums in Taiwan have gradually simplified the organization and reduced the staff number. Take the Changhua public stadium as an example, it changed to subordinating to the P.E. committee in Bureau of Education since January first, 1993. At present, the position of stadium chief is cancelled. 4.B.O.T.:the trend of transferring the public organizations to private enterprises has already affected the public stadiums. Nowadays, the Chienshin swimming pool located in Changhua public stadium has been officially run by private Chienkwo Institute of Technology. According to the contact statements, the new Chienshin swimming pool is officially open for rent up to the base price of nine hundred thousand NT dollars. 5.Laid off:Changhua county government announced on March 21st, 2003 ( document no.: 09200517941) to abolish the Organization Regulations of Changhua Public Stadium and transfer the property completely to the government.
