李明榮Li, Ming-Rong2017-02-222025-07-302017-02-222017-02-22https://ir.ntus.edu.tw/handle/987654321/70644學位類別：碩士校院名稱：國立臺灣體育學院系所名稱：體育研究所畢業學年度：91年論文頁數：89頁中文摘要 　　體育政策之制定，旨在解決當前或即將面臨之體育問題，或創造及引導體育長遠發展的有利環境，並透過資源之統整分配及策略之運用，以達成政策目標。因此體育問題之診斷（diagnosis）是否正確，以及體育政策付諸實施前，是否經過縝密政策分析（policy analysis）之過程，將決定政策執行之成敗。 　　本論文以文獻分析法進行研究，並以行政院體育委員會與各直轄市及縣市政府合設、成立不足一年的運動與休閒推廣中心為例，自合法性、合宜性、正當性、必要性四個面向，探討體育政策自醞釀→研擬→磨合→公聽→評估→發布→執行→考核過程中，嚴謹的問題診斷與政策分析的重要性。復就此一核心議題，演繹體育行政人員的關鍵性角色，及中國歷代重要變法對今日改革之啟示。 體育問題有其特性，單一問題與單一問題之間，或有相依性、或有衝突性，惟均為整體系絡的一部分，故不宜採單一問題分析法(analytic approach)處理體育問題，否則體育問題間之關聯性將難以釐清。體育政策之制定，固應有其俯瞰全盤的宏觀，惟亦應有對體育問題精準判斷的微觀作基礎。透過體育問題之診斷，充分瞭解現況及各體育問題之相關性，復由不同面向作體育政策之分析後，政策之合法性、正當性、可行性始能得以確保。Abstract 　The purpose of establishing the policy related to sports is to solve the problems currently, or to create or to lead a beneficial environment for a long-term development of sports, and through the resource integrated and distribution and the application of strategy to accomplish the target of policy. Therefore, the sports related problem diagnosis, and the policy analysis before implementation will be the main point to success. 　This study was used the data analysis, and used the example of The Sports and Recreation Centers. National Council on Physical Fitness and Sports and all city and county governments work together to establish The Sports and Recreation Center in order to promote the sports and recreation activities, but this policy only keep not enough one year. To understand the procedure of designing, researching, compromising, public hearing, evaluation, announcement, and implementation, can prove how important to have a dedicate problem diagnosis and policy analysis. 　To establish a sports policy not only to have a macroscopic version to predict the future, but also need to have the ability to make a right decision in the basic problems. Through the diagnosis of sports related issue, we can understand the situation and relationships between every issue completely.
