Publication: 組織總體策略、事業策略與人力資源管理策略之互動關係探討-以劍湖山休閒產業集團為例

Abstract
本研究主要採用質化個案研究法進行探討,透過半結構式的深度訪談與文獻整理,針對國內規模最大的休閒產業-劍湖山休閒產業集團為研究對象,並以六位中高階主管為訪談對象,探討組織在制定總體策略、事業策略與人力資源管理三者之間的互動關係,並試圖瞭解人力資源管理於劍湖山休閒產業集團所扮演的角色。結果發現:
一、劍湖山休閒產業集團的核心能力隨著集團的長期經營過程,多角化經營與產品創新已逐漸成為集團不可或缺的核心能力。
二、人力資源管理與總體策略互相影響
(一) 核心能力的建立是組織發展人力資源計劃與邁向總體目標的關鍵。
(二) 對於多角化企業而言,人力資源實務應採長期觀點,強調建立穩固的基盤,以支撐日漸擴展的支幹。
(三) 當組織以國際化發展為總體目標時,人才的培養與訓練為重要的關鍵因素。
三、人力資源管理與事業策略互相影響
(一) 事業的經營策略與人力資源實務密切相關,不同的事業策略其人力資源實務會有所不同;而當事業採取相同的經營策略時,仍會因產業環境與組織的發展而影響其人力資源實務。
(二) 對於多角化企業而言,不論其事業體發展的成熟度,事業策略皆與母公司的總體策略相符合。
四、人力資源管理於組織中扮演的角色
(一) 人力資源管理的角色會隨著組織發展而漸進式改變。對劍湖山休閒產業集團而言,人力資源管理扮演的角色為行政支援者、內部創業者及策略促進者;而對事業體而言,人力資源管理扮演的角色則隨該事業體於組織發展的成熟度而不同。
(二) 對多角化企業而言,人力資源主管必須具備多領域專業能力,熟悉相關事業體的產業特性,始能依據組織所需,發展出精準的人力資源策略。
This study utilized qualitative case study along with documentary analysis and semi-structure interview with six higher level managers of Janfusun Recreational Industry Group , which the largest recreation industry in Taiwan. This research tried to explore the interaction between Human Resource Management, corporate strategies and business strategies of Janfusun Recreational Industry Group. And tried to understood what role the department of Human Resource Management plays in the group development strategies.
The summary of results as the following :
一、Janfusun Recreational Industry Group’s core ability Accompany with the Janfusun Recreational Industry Group’s business, diversification and innovation have been the core ability in Janfusun Recreational Industry Group
二、Interaction with Human Resource Management and Corporate strategies
(1)Establish the core ability is a key point of organization develop the human resource plans and move forward to the corporate strategy.
(2)In order to support the business development, it should take a long view in the Human Resource policy, especially, it have to establish the foundation firmly.
(3)When organization toward the internationalization development, the staff’s training and cultivation is the key point.
三、Interaction with Human Resource Management and Business strategies
(1)The business strategy was related to the Human Resource Policy, different’s business strategy have different’s Human Resource Policy. Besides, when business adopt the same strategy, the Human Resource Policy should effected by the industry environment and organization development.
(2)For the diversify business, no matter the business develop degree, the business strategy and corporate strategy were correspondingly.
四、The role of the Human Resource Management in the organization
(1)To Janfusun Recreational Industry Group, Human Resource Management plays the role of Administration, Internal Enterpriser and Promoter. Besides, to its business domains, Human Resource Management plays the role would difference with the maturity of business domains develop degree in Group.
(2)To diversify business, the human resource director must be have professional ability, and familiarity with industry characterization.
