彰化縣國民小學樂樂棒球發展之研究(2003-2011)

棒球在台灣有「國球」般的角色，其歷史的發展脈絡是許多運動學者所關心的議題，在台灣的運動發展史中具有舉足輕重的地位。然而，棒球運動因器具的裝備費用昂貴與運動時安全性的限制，無法在台灣的國小校園大量普及。研究者在彰化縣政府服務期間，因有感於棒球受限於上述的原因而無法在學校普及的現象，於是在樂樂棒球一開始蓬勃發展之際，便積極推展彰化縣國小樂樂棒球的相關活動。本研究的目的在探討彰化縣樂樂棒球的推動情形、經費及行政方面的支援情形、辦理樂樂棒球比賽並將課程融入體育教學中的情形、樂樂棒球發展的限制等，採用歷史研究法、文獻分析法、參與觀察及田野調查等研究方法。研究結論如下：

一、樂樂棒球推行委員會在學校推動樂樂棒球的過程中居關鍵角色及地位。

二、彰化縣政府在行政與經費支持的實施現況與相關問題的解決中，有決定性的影響。

三、辦理樂樂棒球的校內賽、縣內分區比賽、全縣決賽，以引導其教學，並將課程融入體育教學中，使學校層級的樂樂棒球運動可以落實。

四、樂樂棒球發展的限制：（一）樂樂棒球安全性議題的持續關注。（二）彰化縣政府經費的持續支持是發展的重要因素。

Baseball is Taiwan's national sport. Many sport scholars concern the development context of baseball history, which plays an important role in the development of Taiwan sport history. Due to the expensive facilities and equipment and limitation of safety, baseball is not universal in the elementary schools in Taiwan. The researcher was aware that baseball couldn't be universal in the schools during he had worked in Bureau of Education in Changhua County, so the researcher had promoted tee ball in the elementary schools when it boomed. The aim of this study is to discuss the process of the development, the financial and administrative support, the game and the way to integrate the curriculum into physical education and the limination of the development of tee ball in Changhua County. Historical study, document analysis, participant observation and field study were used to gain insight in the emerging practices. The conclusions are as follows:

1、The tee ball technical committee is crucial to promote tee ball in the campus.

2、Changhua County governmant has decisive influence over the administrative and financial support of tee ball.

3、By conducting internal comprtition, county division competition and county final to guide the tee ball teaching and integrating the curriculum into physical education, school-level tee ball sport is implemented.

4、The factors affecting the development of tee ball: (a) safety concerns ,(b)sustainable finical support from Changhua County Government.
