Abstract
  新移民問題在臺灣已持續探討許多年,然而民族融合的困境依然處處可見,也使得新移民在國內無法感受到歸屬感,進而遭受到社會排斥(social exclusion)。目前學術界中有關新移民的討論大多定睛於外籍配偶的生活適應,文化衝擊,以及子女教養相關的議題,卻少有學者針對休閒或運動的場域做出深度的探討。大部分學者在研究休閒參與或政府在推行休閒政策的同時,也持續忽略了外籍移民參與其中的機會與弱勢的外籍配偶參與休閒過程中所遭遇的權力的壓迫。因此,本研究立基於人權的面向,以社會排斥理論作為本篇論述的出發點,以深度訪談與互動的觀察方式,藉由四位社工與四位外籍配偶的聲音,討論休閒參與與社會排斥之間的複雜關係。經過訪談觀察後研究發現:新移民女性在臺的休閒生活的確沒國人的參與度高,主因是新移民女性本身對於休閒的觀念尚未健全,因此無從瞭解休閒對於個人及家庭的益處;而社會排斥則是間接地影響到她們的基本生活需求,導致她們無法自由的參與休閒活動。
  The problem of new immigrants in Taiwan has been discussed for years, and the difficulties of racial integration still exist. It makes the new immigrants not only get no sense of belonging but also encounter social exclusion. In the academic world presently, many discussions about new immigrants mostly focus on the foreign spouses’ adaption to life, the impact on culture, and the issues about nurturing their children, but few scholars deeply debate the issues with the aim of recreational or sporting fields. While most scholars are researching into recreational participation or the government is promoting the recreational policies, they also keep ignoring the immigrants’ opportunities to take part in and the pressure that the underprivileged foreign spouses’ may encounter during their recreational participation. Therefore, from the aspect of human rights and the view on the theory of social exclusion, this research discusses the complicated relation between recreational participation and social exclusion by the way of interviewing and interacting with four social workers and four foreign spouses in depth. After interviewing and investigating, it shows the percentage of new female immigrants’ participation of recreational activities in Taiwan is not as high as the percentage of local Taiwanese people’s, and it is because new female immigrants themselves have not yet framed a mature concept of recreation. Therefore, they cannot understand recreation can profit individuals and their families. Another point is that social exclusion also indirectly influences them to meet the needs in their daily life, so they cannot freely participate in recreational activities.
