全國運動會舉辦效益評估面向與指標之研究

本研究之目的在於了解舉辦全國運動會所產生的效益面向、指標以及指標之權重值為何。研究方法採半結構式專家問卷調查，彙整專家學者之意見並建立全國運動會舉辦效益評估面向及指標，輔以AHP 專家問卷調查以獲得效益面向與指標之權重值。利用Expert Chioce 2000 統計軟體進行AHP 專家問卷之一致性檢定與權重值之計算。研究結果經分析與討論後獲得以下結論：

一、全國運動會之效益面向及其權重值依序為：體育教育、社會、經濟、文化藝術、政治等面向。各效益面向下之效益指標共計有23項。

二、整體權重值大於5％的效益指標有9項；整體權重值小於3％的效益指標有10項。

三、研究結果突顯全國運動會中，競技運動的主體性，以及政治與意識形態的影響逐漸式微。

四、全國運動會舉辦之軟硬體建設的投資受到重視。

五、研究結果突顯地方形象與在地意識於全國運動會舉辦的重要性。

The purpose of this study was to find out the dimensions, the indicators, and their weights of effect in holding National Games. The research methods were using semi-structured questionnaire for experts to collect their suggections and establish the dimensions and the indicators of effect in holding National Games. For obtaining the weight of dimensions and indicators, this research supplement AHP questionnaire for experts. This study used the statistic software of Expert Choice 2000 to tackle the weighting calculation and the consistency testing of AHP questionnaire. The results of this study via analysing and discussing to form the conclusions below:

1.The dimensions and their weights of holding National Games in turn: physical education effect, social effect, economic effect, cultural and art effect, political effect. The sum of indicators of effect under each effect of dimensions was 23 items.

2.There are 9 items of indicators of effect, which global weight greater than 5％; 10 items of indicators of effect, which global weight less than 3％.

3.The result of this study was obvious that National Games was based on the competitive sports, and the effect of politics and ideology were reduced gradually in holding National .Games.

4.The investment of infrastructure in holding National Games was attached importance.

5.The result of this study was obvious that local image and locals’ consciousness were important in holding National Games.
