高雄世運會環保政策與措施之探討–以高雄世運會主場館為例

自然環境的生存權益於近年來受到國際間的重視，環保政策與措施逐漸被制訂與實踐，而運動的發展與環保結合受到高度的關注。本研究主要以高雄世運會的主場館為研究對象，採用文獻分析與訪談等質性的研究方法，來探討運動與環保結合的理念與發展，分析高雄世運會的環保政策，以及高雄世運會主場館的永續發展內涵。研究結果發現，自然環境與運動的發展存在著緊密關係，運動必須與環保結合才能永續發展。高雄市針對世運會的籌辦擬定多面向思考的環保政策，並結合政治、經濟與社會的需求制訂主場館的環保政策，然而政策的實際執行與成效存在些許落差。透過主政者與設計者巧思所興建之主場館，結合太陽能光電與綠建築，成為永續發展的最佳典範。

The surviving rights of natural environments have been highly regarded internationally in recent years. Environmental protection policy and measure are therefore stated and put into practice. The purpose of this paper is to discuss the ideals and developments of the combinations of sport and environmental protection, based on the main stadium of The World Games in Kaohsiung as research subjects, with the method of documentary analysis, along with interviews. In doing so, we can better understand the environmental policy of The World Games in Kaohsiung and its contents of sustainable development of main stadium. The findings reveal the close relationships between natural environment and the development of sport, In order for its sustainable development. City of Kaohsiung has made multiple faceted considerations of its environmental policy with the cooperations and needs of policy, economic and society for The World Games. However, there is a gap between policy practice and their effect. The solar-powered and green building of main stadium, through efforts of policy maker and the designers, are the best

examples of sustainable development.
