本研究旨在瞭解民間機構以BOT模式參與校園運動休閒中心經營之可行性。利用文獻分析、問卷調查及半結構式深度訪談進行資料的蒐集與分析。研究結果發現以OT模式來參與校園運動休閒中心之經營，則從市場面、經營管理面、財務面及法律面做整體評估，應該是樂觀可行。根據研究結果提出建議：一、應搶得先機首先成立，必能吸引東、南區域內之居民前往消費，鞏固消費市場。二、本基地之位置，可在進出口以及動線上做有效區隔，對於學校在安全管理維護上會較容易。三、問卷調查應注意年齡層之分布，針對銀髮族之休閒活動的看法應多加蒐集，以利瞭解銀髮族的休閒活動概況。四、在運動時段方面，可與學校在行政方面配合，在冷門時段(例如9~11時及13~15時)排入學校體育課程，以填補經營時段之空缺。五、後續研究者針對回答不一定以及不會使用者，可較深入研究其主要原因，提供經營管理者參考。六、建議只選擇一至二項運動設施，並配合學校體育課程之需求，規劃興建運動休閒中心。七、在收費方式須規畫多種組合收費方式，設施收費標準部分，可參考本研究之調查結果及鄰近場館之定價，以期在消費者和成本利潤之中取的平衡。

　　The purpose of this study was to explore the feasibility of private sector investing in the operation of public school sports recreational center management by BOT model. The literature review, survey and semi-structured interview skills were employed to collect data. The result of the study indicates that the private sector investment in public school will be promising by adopting the OT model in terms of the analysis from the aspects of target market, management, finance and legitmate. This study proposed the following suggestions including: 1. To found the sport facility as early as possible in order to attract the consuming of residents in Eastern and Southern districts; 2. To effectively distinguish the entry from the exit area between facility and school. This will benefit the management of security. 3. Based on demographic analysis, it is important to understand the leisure activities related to aging residents. 4. To arrange the physical education class in off-peak period (e.g., 09:00-11:00 and 13:00-15:00). This leads to effectively utilizing the facility; 5. To find out the reasons why residents choose not to use or probably to use the facility for further study, This provides the relative information for facility organizer. 6. To select only one or two sports facilities is recommended. For the demand of school physical education curriculum , plan and design the establishment of sports and leisure center. 7. To propose multiple membership scheme and price the product by referring to the charge of nearby facilities in order to seek the balance between consumer demand and operational cost.
