台中洲際棒球場促進民間參與經濟效益評估研究

大型公共建設要成功吸引民間參與投資開發，必須先透過整體開發條件之可行性評估以及完善的先期規劃書，讓有意參與投資之企業了解該場館未來發展性，並透過政府法令對於土地取得、專案融資與租稅減免等其他優惠的配套措施，提升民間參與投資開發之意願。

本研究旨在探討大型運動設施促進民間參與開發之可行性研究，並以台中洲際棒球場作為研究對象。研究方法是以個案分析為主，蒐集過去BOT相關文獻及法令，針對該建設案進行興建目的、市場、法律以及財務可行性之分析，希望能夠有效釐清此案例是否可交付民間參與投資興建。預期研究結果能夠了解目前國內棒球場委外經營所面臨之問題與困境以及研擬「台中洲際棒球場促進民間參與投資」之市場可行性、財務可行性以及法律可行性之綜合評估，有效釐清案例中之問題與解決模式。

The solution to attract investors in BOT project is the feasibility analysis, and perfect prior-plans of whole development conditions must be made before implementation. In order to let enterprises understand the future development and operation conditions of the stadium, and attract the private investments by governmental land regulation, project financing and tax-cut or other strategies.

The purpose of the study is to assess feasibility of mega private investment to Taichung Intercontinental Baseball Stadium. Case study will be adopted for research method. Through literature analysis and evaluation of BOT related literatures and legislations, identifying the possibility of BOT in this case, and having a feasibility analysis in construction, market, law and financial purposes. The anticipated research result will be able to clarify the related problems and feasibility of private participation. Hence, proposing the market feasibility, financial feasibility and legislative feasibility of “The Feasibility Study of Improving Private Participation by Taichung Intercontinental Baseball Field.”
