本研究主要目的係從「他山之石，可以攻錯」的角度來探究荷蘭的全民運動政策與優質的單車(自行車)文化。荷蘭與台灣面積相當，這個小國目前人口約有1680萬，卻有超過1800 萬部單車。單車運動為荷蘭人日常生活之一部分，也是有關永續環保、文化風格、休閒與健康、安全、創新及單車產品行銷的課題。本研究從文獻分析與實地考察與專家訪談方式三個進路來進行，主要目的有三: (1) 欲了解荷蘭運動文化與政策 (2) 理解荷蘭的單車發展文化 (3) 分析荷蘭與臺灣單車文化發展之間的差異。研究結果呈現出一個較完整的荷蘭運動政策與單車文化圖像，同時，也可提供給我國相關單位發展出如何落實單車生活化的一些參考建議。
The purpose of this research is to investigate the Dutch Cycling culture in comparison with the Taiwanese cycling culture. Currently there are about 16.8 million Dutch citizens, but there are more than 18 million bikes in the Netherlands. Cycling is a part of Dutch people’s daily life. It is also about sustainability, culture/style, leisure/ health, safety/security, innovation and bicycle market. By conducting literature review and field study, this paper aims to (1) investigate current Dutch sporting culture and policies (2) comprehend cycling culture and policies in the Netherlands and (3) analyze the difference between Dutch Cycling and the Taiwan’s cycling current conditions. As a result, a better picture about the Dutch sports policies as well as Dutch cycling culture are exhibited, and some recommendations for Taiwanese local governments are presented.
