台灣水域救生組織之研究

本研究目的在於了解台灣水域救生組織的發展概況，探討目前台灣水域救生組織之救援能力、使用之救援器材及救生員的素質，並提出建議供政府主管水域安全單位及民間水域相關活動之業者作為參考。研究者蒐集國內外水域救生組織官方文件、相關文獻資料，並針對國內三大水域救生組織：中華民國紅十字總會水上安全工作大隊、中華民國水上救生協會、中華海浪救生總會進行分析討論。經分析討論後發現：台灣正式的救生訓練起源於1963年，由紅十字會開辦首屆救生員與救生教練的訓練，爾後陸續有水上救生協會及海浪救生總會加入救生訓練的行列。然而此三大水域救生組織，訓練內容卻有極大的差異，造成台灣救生員的素質參差不齊，歷年訓練出的救生人員總計也高達10萬名，顯示出台灣救生員執照過於浮濫。針對以上結論，研究者提出建議如下：

一、政府應儘速成立最高權責單位，統籌規劃與輔導。

二、民間水域救生組織應加強聯繫，並積極朝向合併之途。

三、吸取他國成功經驗，善用科技器材。

The purpose of this study was to realize the profiles of developments in aquatic lifesaving organizations of Taiwan, and investigated the rescue abilities and equipment of lifesaving organizations as well as explored the qualities of lifeguards. The recommendations would afford some references for government and businessmen. Researcher collected official document about aquatic lifesaving organizations in the world, but emphasized in three organizations of Taiwan- the Red Cross society aquatic safety team of ROC, NWLSA and NCSLSA.

Resulted indicated that the formal aquatic lifesaving training started in 1963, which was first hold by Red Cross, and following by NWLSA and NCSLSA. But there were many differences of training courses in these three organizations, which also resulted impacting in the qualities of lifeguards. Last forty years, more than 100 thousand people attained the licenses of lifesaving that displayed the problems of low qualities. Following the conclusion, the recommendations as below:

1.The government should establish an official bureau in aquatic lifesaving that could plan some policy and assist some private lifesaving organizations.

2.Private lifesaving organizations should maintain communication and unite in the future.

3.To learn successful experience from foreign nations, and use technical equipment.
